Possible but fantasy Solution

Magnetic Levitation is used to avoid the friction with floor so it can overcome all terrain.

Solution 2

Another  member's work

Reinforced tyre is use ( typical race car tyre) and GPS is attached to the

motorised wheelchair so it is useful for elderly to choose a better path or 

elderly with Alzheimer .
